THE RIGHT TO AN INTERPRETER

Because the language barrier prevents an individual from defending himself properly, special safeguards are required to protect individual rights and guarantee due process.
The United Nations International Covenant on Civil and Political Rights of 1966 provides in Article 14,
To have the free assistance of an interpreter if he cannot understand or speak the language used in court (Ishay 1997:429) 
In Europe virtually all countries guarantee the right to an interpreter for litigants who do not speak the language of the proceedings. In the United States, interpreters are considered an essential element in guaranteeing the defendant´s right to due process under the Fifth and Sixth Amendments to the Constitution. 
Individual Countries in Latin America have their own provisions for meeting the language needs of litigants who do not speak the language of the courts. Argentina, for example, has a well established public translator profession, with highly respected university degree programmes in translation and strict regulations governing practice. 
Interpreters have long been a fixture in the courts of Malaysia, a land of many ethnic groups, cultures and languages. In Singapore Court Interpreting has been given top priority. (Holly Mikkelson.
